中英高等教育督导制度的比较与反思——基于制度分析的视野

摘要:

教育督导、教育立法与教育投入被认为是现代教育发展的三大支柱,科学的教育督导对加强高等教育管理、提高教育质量和促进学生发展具有重要作用。英国的高等教育督导制度强调法治建设,重视督导机构的“第三方”特性并保持适度竞争,有效地保障了政府督政与高校督学的有机结合。英国已经形成了较为完善的督导制度体系和法律法规,开展中英两国高等教育督导的制度比较与分析具有重要价值。为此,应从制度优化的视角深入推动中国教育督导制度的改革,努力构建体现中国国情的高等教育督导制度体系。

Abstract:

Education supervision, legislation and investment are regarded as three pillars of modern education, among which scientific education supervision plays an important role in improving education quality,education management and student development. With an emphasis on the construction of law and independence of institution, the education supervision system in Britain ensures an organic combination of government supervision and school inspectors. The UK has formed a comparatively perfect system on the supervision system and law. It is of great value to compare and analyze the higher education supervision system in China and UK. Thus, it is very important to promote the reform of education supervision system from the perspective of system optimization, and to construct a supervision system that reflects the situation of China.
