On Completeness of Scientific and Technological Policy System: From the Perspective of Scientific and Technological Innovation Chains

摘要:

科技政策的效力取决于政策系统的完备性和各项政策的成效,考察中国科技政策的整体效力如何,首要的问题在于研究科技政策是否完备。通过构建基于科技创新链的科技政策分析框架,从政策数量、政策等级和政策针对性三个方面,运用文本分析方法对2006年以来国家层面339项科技政策进行梳理分析,研究发现当前中国科技政策较为完备,但仍存在诸多薄弱环节,如应用研究环节政策数量较少、产学研结合缺少专门政策支撑等。

Abstract:

The efficacy of scientific and technological (S&T) policy depends on the completeness of policy system and effectiveness of each policy. To inspect the whole effectiveness of S&T policy of China, the first question is to make sure whether S&T policy is complete. With an analytical framework of scientific and technological innovation chains,the paper hackles and analyzes 339 S&T policies since 2006 from three aspects:policy numbers, policy grade and policy target. The study finds that there is a full-order system of S&T policy in China currently, which nearly covers each link of scientific and technological innovation chain. However, there is still room for further improvement. For instant, the number of policies in application research is not sufficient, and there is no specific policy support for industry-university-research cooperation.
