中国区域环境效率评价及影响因素研究

Chinese Regional Environmental Efficiency Rating and Its Influence Factors

  • 摘要: 研究运用DEA比例模型测算了2005-2012年中国各省环境效率,结果显示:污染物显著降低了各地区平均效率,不考虑污染物的效率评价是不科学的;各地区环境效率西部最高、东部其次、中部最低。同时,利用多元回归模型分析了环境效率的影响因素,发现人均GDP、对外贸易和人口密度对环境效率呈现显著正向促进作用;第二产业比重、专利数对环境效率改善具有显著负面影响;工业污染治理投资对环境效率影响不显著。基于实证研究的结果,就减少地区污染排放、提高中国环境效率给出了相关政策建议。

     

    Abstract: This paper applies the DEA ratio model to calculate the environmental efficiency of Chinese provinces from 2005 to 2012. The results show: the pollutants significantly reduce the average efficiency of each region, so the efficiency evaluation without considering pollutants is not scientific; the environmental efficiency of the western region is the highest, followed by the eastern region and the middle region is the lowest. At the same time, this paper uses the multiple regression model to analyze the factors which affect the environmental efficiency, and finds that the AGDP, external trade and population density have a significantly positive effect on environmental efficiency; In contrast, the proportion of the second industry and the number of patents have a significantly negative impact on the improvement of environment efficiency; Investments in industrial pollution control don't have an obvious influence on environmental efficiency. Finally, some advices have been given based on the empirical research.
