中国公民微博政治参与现状及有序化策略研究

On Civic Participation Situation and Its Ordering Strategy on Weibo Platform in China

  • 摘要: 基于大样本调查数据,对中国公民微博政治参与的现状进行研究。通过统计分析发现,18~24岁的青年是影响中国公民微博有序参与的主要群体。运用系统分析、内容分析与情景分析等方法分析得出当前中国公民微博政治参与存在的主要困境,社会阶层的多元异质特性带来了微博政治参与的"群体极化"现象,数字鸿沟的客观现实导致了微博政治参与的非理性行为,微博谣言不断则敲响了公民微博政治参与有序化困境的警钟。通过政策视角与公民教育视角提出,公民微博政治有序化参与的对策建议为前者是要通过法制建设规范引导参与行为,后者是要通过理性公民教育提升参与效能。

     

    Abstract: Based on a large sample survey data, the paper examines the civic participation situation and its dilemma of ordering on Weibo platform in China. Through statistical analysis, this research finds that the youth aging from 18 to 24 is the major group affecting orderly civic participation on Weibo platform in China. The paper also analyzes the dilemma of orderly civic participation on Weibo platform in China from three aspects by the methodologies of system analysis, content analysis and scenario analysis. The dilemma of orderly civic participation includes the following:group popularization resulted from multiple heterogeneous characteristics of social class, irrational civic participation resulted from objective reality of the digital divide and constant rumors on Weibo platform setting alarm bells to the dilemma of orderly civic participation. The research points out two ways to improve the degree of orderly civic participation:guiding the participated behavior through legal construction and enhancing the participated efficiency through rational citizen education.
