摘要:

国家重点研发计划作为国家科技计划改革后最先落实的排头兵,首批项目从申报到立项已走完一个完整的流程,高校在此次申报中的表现值得高校科研工作者和管理人员关注。在介绍首批国家重点研发计划的资助概况的基础上,通过分析高校立项整体情况、所占份额和项目特征,提出高校面对国家重点研发计划实施,应从瞄准国家重大战略目标、产学研合作、重大项目培育和关键技术储备等方面着手,不断提升承接国家重大战略任务能力。

Abstract:

As the first project after the implementation of national science and technology program reform, National Key R&D Program has experienced a complete process from application to project support, and the performance of universities in the application deserves attention by all universities. Support overview of the first-round National Key R&D Program is introduced. Suggestions on the implementation of National Key R&D Program are presented for universities through analyzing project characteristics, and it is suggested that universities should enhance the ability to undertake major national strategic tasks from the following aspects, aiming at the national major strategic objectives, deepening industry-university-research cooperation, cultivating major projects seeds and reserving key technology.
