摘要:

随着无人驾驶航空器产业的兴起,无人驾驶航空器违规违法飞行现象严重。中国无人驾驶航空器的管理中存在的问题主要表现为:法规制度亟待完善、监管机制有待建立、人员管理需要加强、管控技术急需攻关等。通过分析无人驾驶航空器违规飞行的原因,在借鉴国外无人驾驶航空器飞行管理经验的基础上,提出了建立基于中国当前空管环境下的实施分级分类管理、划设专用空域疏导消费、开展军地联动军民共管、加大违规飞行处罚力度等无人驾驶航空器飞行管理机制的设想。

Abstract:

With the development of the UAV industry,UAV flight irregularities become serious. The paper analyzes existing problems in the current development and management environment of UAV in China, including laws and regulations should be improved urgently; supervise mechanisms should be established; personnel management needs to be strengthened; urgent research on management and control technology needs to be carried out to find out the cause of UAV flight irregularities. With the reference of foreign UAV flight management experience, the paper proposes the assumption of UAV flight management system based on China's current air control environment which includes implementing hierarchical classification management, delimiting a special airspace for dredging consumption, carrying out linkage and joint management of military and civilian, increasing the penalties of illegal flight and so on.
