公务员的权力需要与组织公民行为的关系研究

摘要:

基于期望理论,对中国情景下政府公务员的权力需要与其组织公民行为之间的关系进行了研究。通过对423名公务员的问卷调查并运用回归分析方法,结果发现:公务员的权力需要会显著正向影响其组织公民行为,高权力需要会表现积极的组织公民行为;根据组织政治理论与印象管理理论,晋升的程序公平在权力需要与组织公民行为之间起到负向调节作用,即当公务员的晋升程序公平感增强时,权力需要对组织公民行为的正向影响作用将得到减弱。

Abstract:

Based on expectancy theory, this paper studies the relationship between power need and organizational citizenship behavior of civil servants in the Chinese context. With a survey of 423 civil servants, the paper performs a regression analysis which reveals that the power need of civil servant will significantly affect the organizational citizenship behavior in a positive way. Therefore, higher power need leads to a better organizational citizenship behavior. The study further introduces the theory of organizational politics and impression management, suggesting that the procedural justice of the promotion negatively moderates the relationship between the power need and the organizational citizenship behavior. That is, when the civil servants' procedural justice of promotion is high, the relationship between power need and organizational citizenship behavior will be weaker.
