Abstract: The lay-off phenomenon is a special type of unemployment in the economic reform in China, which has been trapping the laid-off workers in a worse and worse si tuation .To solve the problem, the author argues that the traditional ideas must be renewed and the unemployment insurance must be perfected so as to achieve th e combination of unemployment with lay-offs.
