摘要:

业绩考核作为一项有效的管理工具,对提高地方政府绩效具有重要的作用。但现行的地方政府业绩考核存在考核指标设计与政府职能脱钩、形式主义泛滥等诸多问题,亟需对业绩考核的程序和内容实施规范化管理,建立有效的监督管理体制。

关键词: 政府职能, 业绩考核, 指标设计, 考评制度

Abstract:

Achievement assessing plays an important part in improving local government capa cities as one of management tools. But there are many conflicts and troubles, su ch as deviation between indexes design and government function, the deluge of Ph arisaism in actual assessment practice. This paper aims at providing some strate gies concerning standardization of the procedure and methods and the constitutio n of effective supervision system in local government assessment.
