飞机产业发展的法律和政策支持——以巴西经验为参考

On the Legal and Policy Support in Developing China’s Large Aircraft Industry: The Brazilian Experience as Reference

摘要:

1970年以来,中国大飞机项目经历了上马、中途遇挫和中止的过程,直到2006年再次被列为国家高技术产业重大专项。目前业界和学者均建议国务院尽快制定大型民用飞机产业发展条例,从法律上对项目的可持续性给予保障。巴西航空工业自1969年以来在政府的干预和扶持下迅速发展,巴西航空工业公司目前已成为世界第四大飞机制造商。巴西民机产业发展中的法律和政策支持的经验可以给中国民用飞机发展条例的制定以及该产业的发展提供参考。

Abstract:

China started developing large aircraft in 1970. The project was frustrated due to the change of policy and personnel. In 2006, China reopened the large aircraft project and designated it a major project of the national high-tech industry. Scholars and the industry suggested that the State Council make special regulations for the development of this project so as to guarantee by law the sustainability of the project. The Brazilian aircraft industry grows rapidly since 1969 under the governmental support and intervention. Embraer has become the 4th largest aircraft manufacturer in the world. The Brazilian experience of supporting the industry by law and government policies can be used as reference by China in the development of the aircraft industry.
