外层空间法对巨型星座部署的影响及对策研究

Impact of Space Law on the Deployment of Mega-Constellations and Countermeasures

  • 摘要: 以低轨(LEO)通信卫星星座为代表的巨型星座是当前世界航天产业发展一大热点,其建设发展不可避免受外层空间法的影响。外层空间法可以对巨型星座建设提供法理支持依据,但在空间碎片减缓、频率轨位分配、登记监管、经济性和可靠性等方面也存在不相适应之处。中国应当通过加快国内立法进程、深化国际合作、加大主动创新研究力度并提出中国特色系统性解决方案等举措积极应对。

     

    Abstract: Mega-constellation, such as Low Earth Orbit(LEO) communication satellite constellations, is a hot topic of space industry unavoidably impacted by outer space laws. The space law could provide legal principal foundation, however, with many contradictory factors, such as space debris mitigation, frequency and orbit assignment, registration and regulation, economical efficiency and reliability etc. Thus, this paper proposes China to take measures to settle this situation, which may involve accelerating the domestic legislation work, deepening international corporation, strengthening innovative research and systematic solution with the characteristics of China.
