中国公共住房政策阶段判定与对策

Judgment and Countermeasures for China's Public Housing Policy Phase

摘要:

在分析中国内地与中国香港、美国、英国、德国、日本和新加坡等国家和地区公共住房政策发展历程的基础上,总结出公共住房的发展阶段(周期)由“起步、成长、成熟、衰退”四阶段构成,并指出中国当前公共住房处于发展周期的第二阶段。建议通过“分配+轮换”的方式提高公共住房使用效率,通过“过渡+租售”的方式缓解过剩商品房库存,通过“治理+融合”的方式消除阶层分异蔓延,通过“退出+循环”的方式解决公共住房的去留。

Abstract:

On the analysis of the mainland China and Hong Kong,China,the United States,Britain,Germany,Japan and Singapore and other countries,on the basis of policy development,summarizes the development stage of public housing (cycle) by the "start","grow up","mature" and "recession" four stages,and pointed out that China's current public housing in the second phase of the development cycle."Distribution + rotation" should be by increasing the service efficiency of public housing,by way of "transition + rental" relieve excess housing inventory,eliminate class differentiation by way of "governance + fusion" spread,"exit + loop" way to solve the futures of public housing policy advice,etc.
