Abstract:

The working system of the people's congress is an important part of the system of people's congresses. It is the general term for the system governing the exercise of functions, powers and performance of duties by the organs of the people's congresses and their members and other staff members. Its main features are the combination of entity and procedure, the concretization of the functions and duties of the NPC, and the scientificalization of the working procedures of the NPC. Its democratic value is to promote the effective operation of the system of the people's congress, prevent the value deviation of indirect democracy to the greatest extent, strengthen the sense of duty of deputies of the people's congress, and ensure that the people are the masters of the country.
