Abstract:

Community is a place where residents are born and grow up. The function of community affects the well-being and quality of life of community residents. Therefore, "community governance" has been paid more and more attention by academia and government. In the community, community residents, government organs, non-profit organizations, enterprises, schools and other actors are gradually integrated community network organizations and thus to form a multilateral decision-making model. This essay begins with the analysis of the importance and concepts of community governance. Secondly, the author briefly analyses the four stages of community empowerment movement in Taiwan during past decades. Lastly, the author explores the following questions:What dilemma does community empowerment experience bring about? How to construct and consolidate the community governance mechanism so as to cohere the consensus of the community residents and solve all kinds of difficulties faced by the community?
