Abstract:

After ten years of development,China has built a whole industrial chain of BeiDou Navigation Satellite System(BDS). In order to further strengthen the industry, China has adopted and released some national policies with regard to the BDS. More than half of provinces have also published their industrial development policies concerning BDS. Generally speaking, the main problems include:there is no a comprehensive national industrial policy for BDS; the existing policies are subjected to departmental coordination and region restrict; lack of the regulation of compulsory use of BDS; the relevant policies have no legal biding because of the lack of applicable acts. Aiming at the above-mentioned problems, China should improve the relevant administration system, promulgate and release the national industrial policy for BDS, establish interdepartmental communication mechanism, mandate certain sectors and industries to use BDS, and strengthen the relevant legislative building, etc.
