    2019, 32 (6): 53-58.   DOI: 10.13766/j.bhsk.1008-2204.2019.0310

Currently, micro-video is the fastest-growing pattern in government social media system. The government agencies from lower to upper level launch their own official accounts abundantly and actively. For a good communicational purpose, Governmental TikTok could provide plentiful scenes, a wide range of topics and diverse story scripts. Meanwhile, government prefer to use human emotions, details, meme and emoji to make micro-video acceptable and interesting. Social media traffic and fans are both used as significant strategies. Under the theories of government communication, this study believes that micro-video not only has advantages in revitalizing resources, breaking through traditional styles and improving communication quality, but also can stimulate government on how to visualize public policies, promote images and optimize government-public relations. Finally, conclusions also provide developmental approaches for government micro-video, such as using strategies including inner media convergence, social media traffic, fans, text, and operation.

Cultivation of Engineering Consciousness and Craftsman Spirit Under Construction of Emerging Engineering Education: A Case Study of Civil Engineering Majors

YAN Changbin, YANG Jianzhong, LIANG Yan
    2019, 32 (6): 152-160.   DOI: 10.13766/j.bhsk.1008-2204.2018.0202

As an important measure to deepen the reform of higher engineering education and an upgraded version of the outstanding engineers plan, the construction of emerging engineering education has been put forward to meet the severe challenges brought by the new economic reform based on the Washington Accord. In view of the main problems existing in higher engineering education, it is imperative to return engineering education to engineering itself, which is also the core concept of the construction of emerging engineering education. The construction of emerging engineering education is a systematic project, and some new requirements for the cultivation of engineering talents have been presented in terms of conception, system, innovation, practice and transboundary. To fulfill these new requirements, more attention should be paid to the cultivation of engineering consciousness and the shaping of craftsman spirit from the perspective of the educational concept of large-scale engineering. Taking civil engineering majors as an example, to cultivate the engineering consciousness and build the craftsman spirit of students in the specific training links systematically is the key to improve the cultivation quality of engineering talents in an all-round way.

Tennessee Williams' Appeal for Selfhood Wholeness: Androgyny Aspiration Expressed Through Characters in A Streetcar Named Desire

    ZHENG Fei, YANG Yue
    2019, 32 (2): 127-131.   DOI: 10.13766/j.bhsk.1008-2204.2017.0142

Tennessee Williams, one of the most well-known American playwrights in 20th century, created Blanche in typical female temperament, and Stanley, with typical male features, in his play A Streetcar Named Desire(hereinafter referred to as Streetcar). The radical contrast and conflict between these two main characters are controversially discussed by scholars at home and abroad, most of whom connect the work with Tennessee William's homosexuality identity or contradictions of cultural values between the North and the South in America. However, few studies on Streetcar set foot on the androgyny aspiration of the playwright. With Virginia Woolf's claim in her work A Room of One's Own that androgyny is an ideal condition for a writer to be creative, it is plausible to interpret main characters in Streetcar, therefore, to understand Tennessee Williams' worship on androgyny and his longing for an intact selfhood.

Middle-class Cultures in Dickens's Our Mutual Friend

    MOU Tong
    2019, 32 (3): 93-97.   DOI: 10.13766/j.bhsk.1008-2204.2017.0203

Dickens in his last finished novel Our Mutual Friend provides a vivid picture of the middle classes in the mid-19th century. Dickens witnessed a time of transition when changes of the English society had been altering the static hierarchy of the past century. That society was not only a diversified and conflicted one but also one that progressed by yoking together these contradictions. Raymond Williams's culture theories are especially useful in examining this situation, where residual, emergent and dominant cultures interplay with each other. It helps to sort out a more clarified picture of middle-class cultures and in turn to observe Dickens's response to this cultural phenomenon.

    XU Zhili, HUO Yutong
    2019, 32 (4): 54-58.   DOI: 10.13766/j.bhsk.1008-2204.2017.0010

Currently, a new round of worldwide scientific and technological revolution is ready to spring up. Through reviewing the innovation strategy documents of major foreign countries published in recent years, we found that the major developed countries, urged by the desire to consolidate their leading positions in the global scientific and technological innovation, have focused their innovation policy on supporting such frontier fields of scientific and technological innovation as artificial intelligence, advanced materials, precision medicine, gene technology, quantum communications, advanced manufacturing, aerospace, and new energy and green environmental protection. Their innovation policy and strategy stress the centralized policy support in scientific and technological innovation from the opposite side, center on the talents construction in science and technology policy, improve the collaborative network of innovation alliance, strengthen the preferential configuration of innovative resources, and build a comprehensive innovation system with advanced manufacturing as the core. The development trend of the policy provides certain inspiration for our country. This paper suggests that the next step of the development of scientific and technological innovation policy in our country in the revolution of new science and technology should focus on understanding the coherence and discrepancy between China's scientific and technological innovation and that of the foreign innovation-oriented countries, systemically strengthening the scientific and technological talent inputs, improving the collaborative innovation network and the layout of science and technology in our country by focusing on advanced manufacturing.

    ZHOU Xiaomu
    2019, 32 (1): 142-146.   DOI: 10.13766/j.bhsk.1008-2204.2016.0457

Universities have become important fronts for publicizing core socialist values and positive standpoints against the background of the time when the government is promoting news media convergence, innovation and development. Therefore, it is of great significance to analyze the current situation of the development of traditional media and new media on campus, and search for a practical approach to a long-term mechanism. Universities should make positive interactions between advanced information technology and advanced culture on the basis of "media convergence", creating a new pattern of development of Internet culture from four aspects, namely, production convergence, communication convergence, management convergence, and service convergence.

The transmedial narrativity of DeLillo's postmodern fictional and filmed Cosmopolis achieves the somatic narration via its dialogic characters/roles as somatic signs in them, with its unnatural narrative attributes presented before its audience, implied audience and viewers and implied viewers in the possible world:a limousine. Thus its configured archetypes, identity or its void, somatic narration and progression cognitively and even its adaptological fidelity as well as the essentials of narrative, semiotics and adaptology have been staged.

Analysis of Translator's Subjectivity from the Perspective of Receptive Aesthetics: Taking Kenneth Rexroth's Translation of Chinese Classical Poetry as Examples

    LI Yanxia
    2018, 31 (6): 99-104.   DOI: 10.13766/j.bhsk.1008-2204.2016.0337

The cultural turn of translation studies makes the subjective initiatives of translators a hot topic recently. Reception aesthetics should be reader-centered and focus more on readers' horizon of expectations and aesthetic experience. Based on the theories of reception aesthetics, the exertion of translator's subjectivity relies heavily on the combined effect of the appeal structure, horizon of expectations and historicity of texts, which has an effect on the translation effects. The paper studies Rexroth's translation of Li Qingzhao's Poetry from the perspective of translator's subjectivity and points out that translator's subjectivity embodies in poetic forms, image presenting and artistic conception formation when translating. Rexroth's creative translation of classical Chinese poems accords with the universal law of translator's subjectivity, which proves to be a creative and effective translation strategy.

Problem of “Pipelineization” of Platform Responsibility in E-commerce Law and Its Reflection

    DING Daoqin
    2018, 31 (6): 1-6.   DOI: 10.13766/j.bhsk.1008-2204.2018.0317

The e-commerce law related platform liability clause has strengthened the management and control of the e-commerce platform. To a certain extent, it has seriously affected the e-commerce platform's control over the platform ecology. The platform has become increasingly a "pipeline", such as the "notification of deletion" weakens the platform's right to judge the infringement of intellectual property rights of the merchants. The "prohibition of deletion of the evaluation" makes the platform lose the self-management means for the third party to brush the praise and malicious bad reviews and bad information. It is recommended to set the platform responsibility reasonably from the perspective of e-commerce innovation development, e-commerce main rights protection and e-commerce order maintenance coordination. In general, the safe haven system should still be the cornerstone of the e-commerce platform's responsibility, and the e-commerce platform must assume the duty of careful and reasonable attention. The e-commerce platform should actively carry out compliance work on mandatory business registration and tax payment, qualification review, information disclosure, security assurance, data reporting, fair competition and intellectual property protection.

Algorithm Liability in Electronic Commerce Law and Its Improvement

    ZHANG Linghan
    2018, 31 (6): 16-21.   DOI: 10.13766/j.bhsk.1008-2204.2018.0327

The new Electronic Commerce Law clarifies the algorithm liability of platform designing, deploying and using algorithms, which includes the obligation of implication, supply of the un-customized searching result, and protection of customers in recommendation and search algorithms. The algorithm liability is making a progress in algorithm's status and role. However, it inevitably shows limitation on practical challenges. The core of algorithm liability should balance the wide gap of powers between platforms and customers. There are some steps to improve the algorithm liability.

Research on Medical Insurance Fund Fraud and Anti-fraud

    YANG Yinan, XIAO Jianhua
    2019, 32 (2): 41-51.   DOI: 10.13766/j.bhsk.1008-2204.2019.0009

The frequent occurrence of fraudulent medical insurance funds has done great harm to the operation and development of the medical insurance system. The paper first sorts out the cases of medical insurance fund fraud which have great effect on the society in recent years. Then it analyzes the core logic of fraud insurance from the perspective of moral hazard. With the help of COSO(The Committee of Sponsoring Organizations of the Treadway Commission) risk management framework, the paper puts forward the anti-fraud system of the medical insurance fund based on the process, including the sound prevention mechanism, the effective identification and measurement, the intensive investigation and the strict punishment and restraint. With this framework, the paper systematically introduces the experience of the international medical insurance fund against fraud. It is found that many countries or regions have formed a multi-level precision recognition mechanism to carry on a scientific and prudent investigation and evaluation and construct an omni-directional anti-fraud punishment and restraint network. For this reason, the paper suggests that China urgently need to establish the legal level of medical insurance anti-fraud norms. The government should absorb the market and social forces, introduce third party services to promote intelligent auditing of medical insurance, build anti-fraud monitoring network by using large data and other technologies, and actively create a national cultural atmosphere for the anti-fraud. At the same time, it is necessary to further deepen the medical and health management system and the medical circulation system to create a harmonious system environment for preventing medical insurance fraud.

Analysis of International Law on Outer Space Military Confrontation

    JIANG Shengli
    2018, 31 (6): 77-84.   DOI: 10.13766/j.bhsk.1008-2204.2017.0308

The concept of outer space military confrontation includes two parts. The first is militarizing artificial satellites to enhance the combat effectiveness of its own side. The second is utilizing ground-based or space-based weapons to attack the other side. As to the legal character, the outer space military confrontation constitute the "use of force" in accordance with the international law. And as to the legal basis, the right of self-defense exercised in the outer space provides the legality for the use of force in the outer space military confrontation. Based on the high possibility of outer space military confrontation developing into armed conflicts, besides the basic principles of international law and outer space law, the basic principles of armed conflict law should also apply to outer space military confrontation, including principle of limitation, principle of discrimination, and principle of proportionality.

Application of Grounded Theory in Marketing Research

WANG Wangshuai, ZHANG Xin'an, Liu Huihua
    2018, 31 (6): 60-68.   DOI: 10.13766/j.bhsk.1008-2204.2016.0292

Grounded theory is an important qualitative research method. It originated from sociology, and was applied to many other subjects in social science later. Before adopting grounded theory, much literature should be read to foster theoretical sensitivity. In terms of data analysis, grounded theory mainly uses coding techniques, including open coding, axial coding, and selective coding. of note, grounded theory is not content analysis. In future marketing research, grounded theory should be more widely used in theory construction regarding new topics, replicative research, process model and complex research questions with multiple variables.

Types, Characteristics and Trends of World-Class Universities: An Empirical Study Based on Three Global University Rankings (2013—2016)

    ZHENG Hao, LIU Xianwei
    2019, 32 (3): 117-123.   DOI: 10.13766/j.bhsk.1008-2204.2017.0273

Based on the data of the three global university rankings (2013—2106), and using the multidimensional scaling analysis and clustering analysis, the types, features and development trends of the World-Class Universities are discovered. The findings in this article include: the World-Class universities can be divided into two types and four subtypes, and each of them respectively represents different characteristics of universities; the development trends show a steady pluralism and attach importance to scientific research and different development trends; the education and teaching quality is the key core and bottleneck of World-Class Universities, especially when they are ready to achieve the transformation of development. The "double top construction" in China should pay more attention to the quality of education, never neglecting the nature of university education, and should avoid the unhealthy tendencies of giving far more priority to scientific research rather than to teaching in pursuit of rankings.
