Official governace and official management has always been one of the fundamental issues on administering a country both in ancient times and today, b oth at home and abroad. China-s traditional political culture and successful int ernational experiences have shown clearly: official management weighs heavily in governing a country; to manage official is to manage power; personnel managemen t is of great importance in power management; managing the mind is a hard nut in personnel management. Institution plays a fundamental role in clean official go vernance, and power should be effectively checked and balanced. To comb the rela tionships between rule of man and rule of law, mangemment by official and manage ment by the commons, management under institution and management under mind is t he top priority in reshaping China-s official governance and official management in the new era.
With the construction of the market economy and the stratification of the society in China, how to further the development of the intermediary organiz ations and perfect the intermediary organization system have become important th emes during the course of building a harmonious society in China. This article t ries to analyse the function of intermediary organizations in the modern economi c society, as well as the developing opportunities and challenges provided by a civil society. In order to perfect the intermediary organization system and adva nce the development of economy and society in China, institutional construction of intermediary organizations is studied systematically on the basis of the form er analysis.
The retardance of policy implementation is an important factor which has perplex ed public policy research and policy implementation in practice for a long time. In this paper, the authors utilize the concept and theory of "adverse selectio n", which is a core concept in Information Economics, combine it with interest game and policy implementation, and form the perspective of Game Theory, so as t o analyse the problems in policy implementation. The paper draws the conclusion that the process of policy implementation is a classic model of principal-agent relationship. In the circumstance of information asymmetry and incentive incompatibility, there will be two kinds of adverse selections, which could be named policy implementation subject adverse selection and policy object adverse selection. The substance of these two kinds is interest game, and they will cont ribute to the retardance of policy implementation inevitably. Based on the above analysis, combining with the characteristics of policy implementation, this pap er gives some suggestion to keep away the adverse selection in policy implementa tion and make better the situation of retardance of policy implementation.
As a "soft capacity development", the cultivation for crisis conscious ness is a crucial part in building the capacity for emergency. In this paper, th e survey takes the staff from two enterprises in the Wenchuan earthquake area as research objects, exploring their understanding and proficiency of crisis perce ption, prevention and countermeasure. The result reveals that the staff possess preliminary consciousness on daily crisis countermeasure, and have certain consc iousness on emergency patterns and crisis coping for the company and themselves; but integrated crisis consciousness could be upgraded even more. Therefore, gre at efforts shall be made in the means of normalization, practicability and disas ter-concerning community to develop crisis consciousness.
In recent years, food safety crisis has raised a common problem and brought forw ard a new challenge for governments all over the world. Through the case study o f Kidney Stones Gate in 2008, this paper analyzes the enormous difficulties face d by the government in its response to the crisis, and argues that the lack of e xecuting ability and legal awareness, the irregular government- enterprise rela tionship and the flawed legal institutions are the reasons why government confro nts problems. Accordingly, to solve these problems, we should foster the conscio usness of risk prevention, improve the mechanism of public crisis management, an d clarify the role of government in its relationship with the enterprises. Meanw hile, promoting international cooperation is also an indispensable measure.
The carrier-s liability rules in the goods transportation by air is ve ry important in International Air Law. In order to protect the young aviation in dustry, the 1929 Warsaw Convention adopted fault presumed liability rules, which promoted the development of the air transport industry, but its shortcomings we re gradually exposed. The 1999 Montreal Convention introduced the strict liabili ty, which adapted to the new requirements of the development of the aviation ind ustry. This was mainly influenced by the change of social values, the developmen t of aviation technology, the inadequacy of the presumed liability rules, the co mplication and variety of the causes of accidents, and the protection of shipper s etc. This paper seeks to use the method of jurisprudence and comparative analy sis to research into this development process, and reveal the development trend of the diversification, specialization of the liability rules, the objective of the liability standard, the decreasing of the exemption, and the strengthening o f the shippers- interests.
With the development of aviation transportation, greater importance is attached to aviation security. Aerial hijacking, violence in aircraft and so on endanger aviation security. Now the international society has constituted a ser ies of international conventions to punish the illegal act of damaging aviation. Chinese criminal law has some relevant rules. Some legislative suggestions are advanced to improve criminal law of aviation.
Great achievements have been in exploration and exploitation of outer space sinc e 1957. The trend of space commercialization and privatization brings about dras tic changes in space activities. As such, many legal issues arise, needing urgen t resolution. This paper picks up several important legal issues for a brief dis cussion and expects further in-depth analysis in future space law research. The legal issues include space legislation, space property, peaceful use of outer s pace, space tourism, space environment, space cooperation, and space financing.
What can we learn from the collisions of the Russian and American sate llites? It reminds us that it is now urgent for the world to lay down rules rega rding to the exploration and use of the outer space. It will keep the outer spac e activities in good order and will benefit all the countries on earth. To reach this goal, three aspects should be focused on. Firstly, the rule of mankind her itage should be emphasized again; secondly, take steps before every launch; thir dly, let the wrongdoers be liable for damages caused by their space objects. May be we really need an international organ to supervise our space activities.
We established dynamic panel data with System GMM to test the forecast ability of Morning Star Ratings. We found that Morning Star Ratings cant foret ell the fund future whatever the two models. Moreover, we observed that very few funds are able to maintain their rating even for three months. Comparing the tw o stages after the ratings, we found that the low rating funds improved the rati ng at the cost of higher turnover and risk.
The DFA method is an efficient method to test the long-range correlations in no n-stationary time series, which will induce bias in small scale when the series have high order trend. From the basic standpoint of long-range correla tion, a modified DFA method is used to solve the drawback. Based on the real da ta of Chinese stock markets, the new method removes the bias and exactly tesitfi es the long-range correlations behaviour in our stock markets.
This paper analyzes the policies for the long-term development of village banks in China from the interest rate perspective, referreing to the break-e ven model and Rosenberg model, which are the most developed microfinance models worldwide. Given the actual situation in China, the paper does an empirical stud y, using the data from the village banks in China. The result shows that high in terest rate is complied with market regulation, and it is the basis of microfina nce for three dimensional rural economics. Moreover, the interest rate provides support for the village banks- sustainable management.
Multi-project risk management is one of the core contents of enterpris e project management. According to the theory and processes of enterprise projec t management and risk management, the problems of single project risk management models are analyzed in this research. The authors consider the integrated model of enterprise multi-project risk management should include portfolio risk mana g ement, program risk management and project risk management. Based on the model, the authors suggest that Project Portfolio Risk Management Department be establi shed so that the Multi-Project Risk Management Integration Information System c ould be effectively used in enterprises.
Playing an important role in talent cultivation, the talent evaluation system on military technical professionals provides a scientific basis for pers onnel employment, training and management. This paper frames an index system for talent evaluation, which consists of five aspects including moral character, te chnical ability, working efficiency, occupational performance, and physical qual ity. It takes into account the fuzziness of expert judgment and consistency chec king requirements, adopts fuzzy AHP method based on the expected value of triang ular fuzzy number to determine the index weight coefficient, and establishes a c omprehensive fuzzy evaluation model according to the fuzziness of expert assessment. Finally, a true case of technical cadres evaluation activity is given to illustrate that the established model for talent evaluation on military technical professionals is comprehensive, reasonable and effective, thus it can be used fo r reference in some cases.
On the basis of their predecessors, the authors of this paper put forward a high -tech industry life cycle model, and maintain that the first cycle of the high -tech industry development consists of six consecutive phases, namely, industry infancy, industry expansion stage, industry clustering, industry-led phase, in dustry breakthrough and industry transfer. However, the life cycle of high-tech industry also has obvious "bad but not fatal" characteristics, that is to say, there is a period of stagnation in the industry. This extended period of stagnat ion and the incubation period is the turn of the cycle, which has a profound mec hanism of non-technical factors. The paper gives an in-depth analysis of these non-technical factors and mechanism.
This paper has estimated the conditional skewness and kurtosis using t he GARCHSK model and then proposed an estimation method of VaR based on skewed and fat tailed distribution. The empirical results from Shanghai copper futures data suggest that the conditional skewness and kurtosis are time varying significantly. And the estimation method based on GARCHSK model can make the VaR estimation more accurate after considering the impacts of conditional skewness and kurt osis.
Chomsky-s linguistic naturalism occupies a central place in his linguistic theor y. According to him, language should be studied in the same way as we study natu ral objects, such as stars, plants, hearts, and eyes. His Universal Grammar has been developed on this basis. To justify his language naturalism, Chomsky puts f orward the so-called "Martian Argument". In the paper, I analyze Chomsky-s " Martian Argument", and I shall point out its problems. I shall argue that the a rgument does not give sufficient support to linguistic naturalism. I shall also present another approach to the study of language, based on Zellig Harris-s idea of "discovery procedures", and argue that it is advantageous over Chomsky-s U G.
Corpus-based researches on English Grammaticalization have been proved successf ul in the west. Based on the books and papers on English Grammaticalization pub lished recently, this paper introduces the explanatory power of corpus in gramma ticalization studies with intention to arouse Chinese scholars- interests in cor pus-based approach to grammaticalization.
The theory of linguistic adaptation initiated by Jef Verschueren claims that lan guage production and language understanding result from mutual effect among such pragmatic factors as variability, negotiability and adaptability. This paper at tempts to apply such a pragmatic theory to re-examining translation pr ocess and translation nature. The author holds that translation in essence is th e process based on variability, negotiability, adaptability and choice, and that translation process from the perspective of the theory of linguistic adaptation is a dynamic interpretation process in view of the three language features, whi ch mutually coordinate and jointly continue utterance production, understanding and transformation.
Markedness (asymmetry) is a common phenomenon in language. It exists o n every linguistic level, especially in the asymmetric contrast between pairs of adjective opposition. This paper is to analyze and interpret this kind of asymm etry in terms of prototype theory in cognitive linguistics, and thus to prove th e cognitive motivation in linguistic markedness.
Burton Watson, the famous American sinologist and translator has an im portant status in the history of translating ancient Chinese classics into Engli sh and the literary and cultural value of his translated versions are not neglec table. To take his English translation of CHU CI as an example, this paper, from the perspective of description, explores the characteristics of mythological im age combination, fragrant grass and sash image combination, and temporal image c ombination in the source poems and translated poems, and point out the main tran slation of literal method. On the basis of this, the article concludes that the translator-s literal translation generally represents the aesthetic forms and fu nction the Chinese poems. But the translation method also arises from cultural m isreading and mistranslation.
Engineering leadership cultivation for undergraduate students is defin ed as a higher educational instruction process, which aims at educating and deve loping outstanding students as the potential future leaders of engineering pract ice and innovation by means of implementing designed instructional activities. T his study analyzes the characteristics of Gordon-MIT Engineering Leadership Pro gram from the facets of conception, aim, curriculum, and supplementary measures. Recommendations of engineering leadership cultivation for undergraduate student s are also demonstrated.
The charge for higher education in China has drawn lots of attention i n many aspects. Centering on the reasonable charging standard for higher educati on, many researchers have aired their views in recent years, which included diff erence-based charges. On the basis of research in relation to the theoretical u nderlying and fact foundation of difference-based charge for higher education, this paper holds that unifying charging standard in majors would be a rational c hoice with both necessity and possibility.
WebQuest is an investigative teaching method which is based on informa tion resource on the Internet. In order to eliminate the shortages of using the traditional literature retrieval course as engineering masters- information lite racy education course, the information literacy education research group in whic h the author works redesigned the teaching pattern to apply the WebQuest teachin g method into information literacy education of the engineering master. During t he practice, we divided the information literacy education into six steps, desig nation of the learning task, construction of the web-based teaching environment , organization of the information resources, implementation of the teaching proc ess, evaluation of the learning effect and summarization of the learning conclus ion. This article also summarizes some key factors which affect the teaching res ult, and obtained a good result.
