The corruption of senior officials has always been a hot issue of social concern. Research on this subject is conducive to the prevention and management of senior officials' corruption in the future.Taking 50 corruption cases of provincial and ministerial officials as example, this research selects and studies relevant indicators, and reaches the following results:corrupt officials at provincial and ministerial levels are mostly male; the number of highly educated corrupt officials has increased; the speed of case investigation and closing has increased; the average age of officials' first corruption has become younger, with most officials starting to corrupt from provincial level; cross-regional corruption has become a serious problem; and etc. Based on the Rational Choice Institutionalism theory and the data analysis, this paper explains the cause of corruption from the perspectives of corruption motivation and corruption opportunities.
Comprehensively strengthening party self-discipline has become and will be a normal requirement of work within our party in the present and future for a long time. For state-owned enterprises, this requirement confronts them with new changes of the overall disciplinary inspection and supervision task, disciplinary inspection and supervision workload, and the objects of disciplinary inspection and supervision. Based on the analysis, this paper finds out that, to a certain extent, the existing number, structure and selection process of disciplinary inspection personnel have restricted the level of the construction of state-owned enterprises disciplinary inspection teams as well as their ability to adapt to those new changes. Only by adjusting the number, selection method, ability type, work coordination, training mode and career development channel of disciplinary inspection personnel, will the construction of state-owned enterprises disciplinary inspection teams meet the new requirements of disciplinary inspection and supervision work under the strategy of comprehensively strengthening party self-discipline.
Conflicts of interest and corruption are closely related, with conflicts of interest being the cause of corruption and corruption being the result of the conflicts of interest. Therefore, preventing the conflicts of public officials' interests is an important way to control corruption from the sources. Based on the needs of preventing corruption, integrating honest and clean government system, building close Party-masses relationship and overcoming the dilemma of administrative ethics, we must vigorously promote the construction of preventing conflicts of interest system. Promoting the prevention of conflicts of interest from the "inner-party law" to "national law", paying attention to the cohesion and coupling of supporting system, perfecting supervision system as well as increasing the intensity of punishment, and carrying out training on ethics of honest and clean government, constitute the direction, foundation, handle and guarantee of the construction of Preventing Conflicts of Interest System respectively.
Since 2015, The CPC Central Committee and the Central Commission for Discipline Inspection have put forward for many times that Internet+thinking and Internet technologies should be employed to develop the Internet+new model and to solve problems in the process of reform and development. In the era of internet and big data, corruption has gradually shown new characteristics of complexity, invisibility, diversity and intelligence. Corruption also shows these features in universities. In order to deal with these new challenges, discipline inspection and supervision staff in universities should make full use of the Internet+thinking; conscientiously implement the requirements of the transformation of duty, working pattern and working style; seriously perform their functions of supervision, discipline enforcement and accountability; as well as build innovation mechanism and explore new working pattern and path. By the application of operation system, information sharing platform, database, big data analysis, micro blog, we-chat and other internet means, a new normal of discipline inspection and supervision work in universities should be established, including system construction, business supervision, petition report, case clues management, disciplinary review, democratic supervision as well as propaganda and education against corruption and etc.
The government and guild play an important role in preventing accidents due to lack of work safety and keeping their occurrence at a low level through supervision and control over work safety of production and business units. In China, the central government and its departments as well as the local governments all have the authority to supervise and control work safety. In the central government level, State Administration of Work Safety has the responsibility to supervise work safety in general while other departments of the State Council shall enforce laws and regulations within their authority. Local governments have territorial regulatory responsibility. Thus coordinating the supervision and control over work safety among governments of all levels and each department has become very necessary. According to the Legislation Law and the Work Safety Law, all the governmental agencies mentioned above have independent legislative power within their authority. Thus many independent yet related systems of laws and regulations on work safety have already been established. The disunity and even conflicts of these laws and regulations have caused some problems on supervision over work safety. The amendment of Work Safety Law has provided a solid foundation for coordinating the legislation and law enforcement, which can be taken as an important reference to the legislation of civil aviation security.
The Counterterrorism Law has had a great influence on the legislation of Chinese civil aviation security since it took effect in the beginning of 2016. This law establishes the framework of counter-terrorism work of civil aviation, and provides a powerful legislative support to some civil aviation measures. At present, several laws, regulations and rules about civil aviation security in our country are being revised, which should be adjusted, improved and coherent according to the influence of counter-terrorism on civil aviation and the requirement of the new law. Based on the enforcement situation of the Counterterrorism Law in civil aviation, this article puts forward several solving ideas and recommendations as below:specifying and clarifying division of responsibilities and implementation; and effectively combining anti-terrorism measures with current security measures.
This article aims at amendment suggestions on the Civil Aviation Law of the People's Republic of China (Draft Articles), and also discusses the provisions of unlawful interference. On the basis of thorough analysis of the list of unlawful interference and jurisdiction clauses in International Civil Aviation Security Conventions, this article puts forward three suggestions on the new Civil Aviation Law of our country as below:international crimes, ordinary criminal offenses and illegal acts against administration which endanger the safety of civil aviation should be stipulated in different articles; jurisdiction over foreign unlawful interference should be drafted in a specific article; and special articles on administrative penalty of unlawful interference in aircraft or airports should also be included in this Draft Articles out of the special needs of civil aviation safety.
Based on the two perspectives of industry value chain and knowledge spillover effect, the association relationship of the aviation and aerospace manufacturing industry with other industries was revealed. By using RAS method to adjust the input-output table of year 2007, an input-output table was reconstructed in which the aviation and aerospace manufacturing industry was comprised as a separate industry sector. An empirical study on association of the aviation and aerospace manufacturing industry with other industries was carried out by exploiting the input-output analysis approach. The induction degree and influence degree of the aviation and aerospace manufacturing industry in the whole industrial system, and the backward correlation, forward correlation as well as circumferential correlation with other industries were measured. The result shows that the aviation and aerospace manufacturing industry not only has a strong pull effect but also has a significant push effect on the whole national economy, while its pull effect is more embodied in the second industry. The directly forward correlated industries to the aviation and aerospace manufacturing industry are less, which results in a limited direct influence range. However, through the indirect correlation with its forward industries, the aviation and aerospace manufacturing industry can exert extensive supply spur effects.
This paper builds a conceptual model with self-efficacy as the independent variable, employment anxiety as the dependent variable, and human capital and employment expectations as the moderator variables. Through statistical analysis of the sample data, the author then evaluates the effect of self-efficacy on employment expectation and employment anxiety respectively and reaches the following three results. Firstly, self-efficacy has negative effect on employment expectations and employment anxiety. Secondly, the human capital plays a modulatory role for employment expectations and employment anxiety. And when college students have high employment expectations, self-efficacy has stronger effect on employment anxiety than when they have low employment expectations. Thirdly, employment expectations have a significant positive effect on employment anxiety. According to those results, this paper concludes with the specific effect of each dimension of human capital on college students' employment expectations and employment anxiety.
Establishing and improving the venture investment and financing system is an important issue of China's economic growth. By reference to the Stakeholder Theory, this paper selects first-level index including factors of government policy, financial institutions, intermediary services, enterprises and others(risk investment funds, insurance funds, private capital) as well as second-level evaluation index to construct the evaluation index system of the venture investment and financing system in China. This paper analyzes and evaluates the new entrepreneurial incubators in Anhui Province through analytic hierarchy process (AHP) method and fuzzy synthetic evaluation method. The results show that:the intermediary service system performed quite well in the venture investment and financing system, while government, financial institutions, enterprises and other factors performed poorly. Therefore, the overall performance of the system is in mediocre level. In the end of the paper, some relevant recommendations are put forward to optimize the venture investment and financing system.
There are three ways to define employment matching:horizontal & vertical matching, superficial & actual matching, and short-term & long-term matching. This paper discusses three different measurements of employment matching:self-assessment, post analysis and statistical measurement. These three kinds of measurements each has advantages and disadvantages and they are used in combination in all kinds of researches. Then, this paper reviews the influencing factors of employment matching:individual demographic characteristics, employers' preference and post characteristics, education system and labor market conditions. Through analysis and investigation of the relations between employment mismatch and factors including wages, job satisfaction, employee turnover rate, participation rate of on-the-job training, this paper finds out that employment mismatch has a negative effect on labor market.
Due to the development of Internet and the reform of financial system, influencing factors of financial service quality have changed. On the basis of literature review and preliminary interviews, this paper investigates the problems which financial service is faced with in China. And the author puts forward the evaluation model of financial service quality to explore influencing factors of enterprise customers' comments on financial service and then builds the financial service quality model (FSQ). Through empirical analysis, this paper reaches the conclusion that this innovation model contains seven dimensions of economy, security, responsiveness, empathy, tangibility, reliability and sharing, and that it has favorable reliability and validity. Thus FSQ can effectively measure enterprise customers' satisfaction of financial service.
The nonstandard translation of civil aviation terminology not only exists in manuals and technical documentation used by airlines, but also in professional civil aviation reference books and other civil aviation related reference books. On the premise of translation accuracy, civil aviation terminology can be translated based on the transparent principle. Literal translation, sequential translation and zero translation can be used to keep the morphological formation and meaning of the original terminology. In this way, the meaning of the terminology can be understood from the translation. And back translation can also be used to verify the accuracy of civil aviation terminology translation.
By taking a case study of AICES doctoral program in the University of Aachen, this paper has summarized the characteristics of newly developed project-based doctoral training model in Germany, such as its distinctive selection process of PhD candidates, emphasis on cultivating students' ability of doing scientific research independently, great attention to team work and resource sharing, internationalization and the team guiding philosophy of involving doctoral students and etc. The inspirations of this model on the reform and innovation of doctoral training in our country can be concluded as the following four aspects:establishing and improving the "application-review" enrollment mechanism; encouraging diversified curriculum construction; building mentoring team and encouraging team work; enhancing cooperation with enterprises and etc.
