Based on our research, we can draw a conclusion that the order of the Japanese society when they are faced with a disaster can be attributed to the Japanese emergency management mechanism which encourages management participator diversity. For it focuses on preventing system buildings, pays attention to integrating emergency management systems in different regions and hierarchies, and takes in emergency management capabilities construction in villages' level seriously, the system can perfectly perform the function of prevention and emergency.
