Abstract:
With the rapid development and widespread application of civil unmanned aerial vehicle (UAV) technology, existing laws and regulations struggle to fully cover and effectively manage this emerging field. By reviewing the current legislative status of civil UAV regulation, this analysis identifies the main issues present in the current regulatory framework. Based on these findings, specific recommendations for improving regulatory legislation are proposed, including strengthening legislative planning, ensuring comprehensive top-level design, enacting dedicated laws specifically regulating civil UAVs, enhancing technical standards within the regulatory framework, clearly defining responsibilities, and increasing legislation concerning privacy protection and data security. These measures aim to establish a comprehensive and scientifically sound legal framework for regulating civil UAVs, providing a robust legal foundation for the healthy and orderly development of the civil UAV industry.
