Abstract: The profound international and national changes and the change within the party all challenge the construction of Chinese Communist Party in the new era. The ruling party faces a long-term, complex and serious test which include the test of reform and opening up, the market economy test, the test of the external environment. Thus the implementation of the party to manage the party strictly is more arduous and urgent than ever. Under the anti-"Four Winds" and the strengthening of reform and good governance in the new situation, it is very important for the Chinese Communist Party to improve the cultivation of the party members.
