Abstract: Research on the concept of core value under the new normal economic development in China is of great significance because the core value is the fundamental principle and centre of the socialist core value system, which reflects the relationship between the socialist core value system and the socialist ideology. It is the high concise and summary of the content of socialist ideology, embodying the essence and soul of ideology. With the new normal, various social contradictions appear, which is the social basis for practicing the core values. At the national level, "prosperity, democracy, civilization, harmony" is the value goal and the basis for the realization of personal value. At social level, "freedom, equality, justice, rule of law" is the value goal and free and all-round development is the highest value goal of socialism. The "patriotism, dedication, integrity, kindness" is the value goal at citizen level, which is the embodiment of national value goal. To realize the great rejuvenation of the Chinese nation, every citizen should turn the value goals into concrete action.
