Abstract: 2016 marks the beginning of the "13th Five-Year Plan" of Civil Aviation Deepening Reforms. All the relevant parties pay more attention to the issueof what course the civil aviation reformswill follow. Based on surveys and interviews, combined with major policies of our country and the industry development trend, the study summarizes six key problems of the current reforms, and recommendssome countermeasures that include improving the market system, administrative system, legal system, industry service system, airspace management reform, and innovation governance system.
