Abstract: Against the background of risk society, administrative policy-making is faced with the crisis of legitimacy because of lack of a legal basis, uncertainties of factors and uncertainties of evidence. It is an effective path that the combination of science and democracy justifies the legitimacy of administrative policy-making; the procedure of deliberative democracy provides the procedural safeguards for legality of administrative policy-making; and the precautionary principle provides the legal support for reinforcing the legitimacy of the administrative policy-making.
