Abstract:
Decades of changes of China's general aviation policies have complex causes and mechanisms. This paper reviews the general aviation industry development events and policy reforms, and using the policy advocacy coalition framework, analyzes external factors, internal belief systems of general aviation policy subsystem and their policy learning processes. It reveals that the productivity development is the driving force of the changes of general aviation policy. Meanwhile, it concludes that coalitions within the policy subsystem, by means of policy-oriented learning, result in general aviation policies deregulation, which is an induced policy evolution.
