Abstract:
Based on a large sample survey data, the paper examines the civic participation situation and its dilemma of ordering on Weibo platform in China. Through statistical analysis, this research finds that the youth aging from 18 to 24 is the major group affecting orderly civic participation on Weibo platform in China. The paper also analyzes the dilemma of orderly civic participation on Weibo platform in China from three aspects by the methodologies of system analysis, content analysis and scenario analysis. The dilemma of orderly civic participation includes the following:group popularization resulted from multiple heterogeneous characteristics of social class, irrational civic participation resulted from objective reality of the digital divide and constant rumors on Weibo platform setting alarm bells to the dilemma of orderly civic participation. The research points out two ways to improve the degree of orderly civic participation:guiding the participated behavior through legal construction and enhancing the participated efficiency through rational citizen education.
