Abstract:
Currently, a new round of worldwide scientific and technological revolution is ready to spring up. Through reviewing the innovation strategy documents of major foreign countries published in recent years, we found that the major developed countries, urged by the desire to consolidate their leading positions in the global scientific and technological innovation, have focused their innovation policy on supporting such frontier fields of scientific and technological innovation as artificial intelligence, advanced materials, precision medicine, gene technology, quantum communications, advanced manufacturing, aerospace, and new energy and green environmental protection. Their innovation policy and strategy stress the centralized policy support in scientific and technological innovation from the opposite side, center on the talents construction in science and technology policy, improve the collaborative network of innovation alliance, strengthen the preferential configuration of innovative resources, and build a comprehensive innovation system with advanced manufacturing as the core. The development trend of the policy provides certain inspiration for our country. This paper suggests that the next step of the development of scientific and technological innovation policy in our country in the revolution of new science and technology should focus on understanding the coherence and discrepancy between China's scientific and technological innovation and that of the foreign innovation-oriented countries, systemically strengthening the scientific and technological talent inputs, improving the collaborative innovation network and the layout of science and technology in our country by focusing on advanced manufacturing.
