Abstract:
Currently, China's regulatory regime for civil Unmanned Aerial Vehicle (UAV) has been established preliminarily, including airworthiness management, operational management, flight management, pilot qualification management, utilization management and frequency management, etc. Meanwhile, China has promulgated and published some acts, administrative regulations, administrative rules and normative documents with regard to civil UAV. However, the existing regulatory regime for civil UVA has the following defects:lack of relevant regulations for UVA nationality registration; lack of systematic airworthiness management regime; imperfect technical standards; space management only at an exploratory stage; impracticable regulation on utilization of UAV for general aviation; lack of coordination mechanism among competent departments. In view of the above defects, China should improve and perfect its existing regulatory regimes, regulating the industrial management and promoting the development of UAV industry.
