中国公务员职位分类的现状与问题

Status and Problems of Job Classification in Chinese Civil Service Management

  • 摘要: 在概括和划分中国公务员分类管理发展历史的基础上,通过与其他国家和地区的比较分析,总结出中国当前公务员职位分类具有分类对象广、分类主体多元、分类标准少等特点。通过对分类方法的设计和实施现状的研究,归纳出职务分类不科学、职级设计不合理、差异化考虑不足等设计缺陷,以及可操作性差、不具备事实基础和没有配套制度支持等问题,并针对性的提出了从政务类和事务类公务员的区分、中央和地方公务员的区分、职务与级别对应关系和配套制度完善等方面改进的建议。

     

    Abstract: On the basis of summarizing and dividing the history of the development of Chinese civil servants' classification management, this paper summarizes the characteristics of the classification of the current civil servants in China, such as the wide classification and diversity of the subject, and the classification criteria is not meticulous. Through the research on the design and implementation of the classification method, this paper summarizes the design defects such as unscientific classification of job classification, irrational grade design and lack of differentiation, and the practical problems such as poor operability, lack of fact basis and no supporting system. And this paper proposes proposal to distinguish between government affairs and affairs civil servants, distinction between central and local civil servants, correspondence of duties and level, and improvement of supporting system.
