Abstract:
By sorting out documents and regulations on civil UAVs, we may know that our country establishes the fundamental principle that aircraft owners should be responsible for damage caused by civil UAVs. But considering the condition that the ownership and the authority of operation are usually separated, this paper proposed that multiple subjects should be adopted in the liability identification:firstly, the owner has the prior responsibility for damage caused by UAVs; Secondly, the operators and other responsible persons should bear the recovery or joint relationship according to different situations.
