Abstract: The website of the people's congress is an important platform for the communication between the people's congress and the public, and an important carrier to give full play to the functions of the people's congress. In recent years, there has been an increasing number of studies on the evaluation of the website of the people's congress, mainly from the process of information input or output of the website to evaluate the website of the people's congress. The information dissemination process of the website of the people's congress is shown in that the people's congress inputs the information generated by its own functions into the website, and the website outputs the functional information of the people's congress to users in the form of website functions. Taking the website of the people's congress as the research object, according to the above information dissemination process, the paper adopts an analytic hierarchy process to construct the quality evaluation index system of the portal website of the people's congress of China. According to the index system, information disclosure is the most important function of a website, and the website should also attach importance to interactive participation and online service functions. The importance of the indicators at the second and third levels is related to the importance of the indicators to democracy, which corresponds to the essence of the people's congress as a representative organ.
