立法机构“回归”社会:国外议会的探索及启示

On Re-Socialisation of Legislatures: A Comparative Analysis

  • 摘要: 立法专业化、委员会化和互联网兴起等因素削弱了立法机构与社会的联系,这已成为包括人民代表大会在内的各国立法机构面临的共同挑战。在试图让立法机构重新"回归"社会方面,一些国家的议会尝试了设立议会媒体、向青少年提供教育资源以及巡展等方式,表明这些议会试图建立一种新型的"立法机构-社会"关系,而不是简单回归传统的"议员-选民"关系。这些案例除了为完善人大制度提供一些具体参考,也彰显出在加强人大代表同群众的联系之外,还应通过制度创新,增强人大制度本身的社会存在感、信任感和效能感。

     

    Abstract: The growing professionalisation and committee domination of legislation, as well as the development of internet weaken the legislature-social linkage, making it a common threat to the legislatures worldwide, including China's People's Congress. In rebuilding the linkage, legislatures of many countries tried to establish legislative media, offer education service to young person, and engage in outreach activities. Those endeavours illustrate their attempt to set up a new "legislature-society" relationship, rather than the traditional "parliamentarian-voter" linkage. The cases examined in this paper offer new ideas to the development of the People's Congress. They also show the importance of enhancing Chinese legislature's social impact.
