Abstract: Although the Appeal has been called for many years, the problem of financing difficulties for small and medium-sized enterprises has not been fundamentally solved in China. This has a certain connection with the decentralization and paper quality of the registration of movable property guarantee in China. The trend of electronic registration systems promoted by relevant countries and international organizations is gradually developing. Compared with the document registration system, the declaration registration system has more reference significance. Our country should establish a unified registration system of electronic movable property guarantee based on the system of declaration registration. In the process of system construction, we should consider the credit status, legislative status, trading habits and other factors, balancing the efficiency and security.
