Abstract: Public cultural service, which is an important part of community Service, performs the cultural function of the government. Taking Fusi Community of Tiancun Road as the object of study, this paper reveals how to solve the "last mile" problems of cultural demands of old communities through government purchasing services and cultural autonomy model of "Supported by Government, promoted by enterprise, operated by society and participated by residents". It puts forwards that cultural development, as the breakthrough point, plays an exemplary role in community cooperative governance. By developing a new community partnership on the platform of community cultural activity center, it takes a step on the road of cooperative governance at the community level.
