Abstract: Through the investigation of a new type of government entrustment, the entrusted relationship between neighboring areas and functional government departments, an inspiring and innovative result in local government management was discovered. The result shows, to save public management resources and improve public management and services, a certain government department in a certain place will be inspected and selected among the government departments with the same functions in the neighboring areas with efficiency advantages, and will be entrusted to the neighboring regions with the advantages of the government departments with the same functions. This innovation in government management puts forward a new expansion space for the theory of government reengineering, construction of a service-oriented government, and an efficient government.
