美国空间商业发射法律政策——重商主义视角的批判

Space Commercial Launch Law and Policy of the United States: A Critique from the Mercantilist Perspective

  • 摘要: 20世纪80年代以来,美国出台的空间商业发射法律政策体现了浓重的重商主义色彩。这些法律政策,背后的政治原因是商业财团游说的政治传统和维护政治霸权的需要,经济考量是国内资本追逐利润和维护经济霸权的需要,文化根源是新教伦理的天职观与资本主义精神结合下追求财富的使命感,加上古典文明中重视贸易的传统、罗马法精神和开拓型民族性格的文化基因。在与美国展开的商业航天竞争中,中国对内应出台航天发射产业规划,发挥国有企业和私营企业各自的优势,对外应依托"一带一路"空间信息走廊开拓发展中国家市场,加强与其他航天大国或集团的航天科技交流与合作,走出一条自己的商业航天发射产业发展之路。

     

    Abstract: Since the 1980s, the laws and policies of the United States on space commercial launch have been heavily mercantilist. Political reasons behind these laws and policies are the political tradition of business lobbying and the needs of maintaining political hegemony; economic considerations are chasing profits of domestic capital and the needs of maintaining economic hegemony; cultural reasons are the mission of pursuing wealth under the combination of Protestantism's conception of the calling and the spirit of capitalism, as well as the tradition of attaching importance to trade, the spirit of Roman law and the pioneering national character derived from the classical civilization. In the commercial space competition with the United States, China should find a way to develop commercial space launch industry of our own. Internally, China should issue a space launch industry plan, give play to the advantages of state-owned enterprises and private enterprises. Externally, China should promote the market of developing countries by relying on "the Belt and Road" Spatial Information Corridor as well as strengthen space science and technology exchanges and cooperation with other space-faring nations or groups.
