Abstract:
The COVID-19 epidemic has not only tested the great power of social governance in China, but also exposed some deficiencies in the allocation of emergency resources in China. This paper divides social rescue resources into three classes: relief supplies and logistics system, aid workers, and information resources and information sharing platforms. After an analysis of the practical problems arising from this outbreak, four strategies for improving rescue resource coordination in major public health emergencies are proposed. The first is to establish a national emergency relief supply system, the second is to build an emergency command and scheduling center and decision-making mechanism, the third is to develop a multi-agent collaborative mechanism for allocation of rescue resources, and the last one is to set up a public health emergency data information platform.
