Abstract: The theory and practice of "Digital China" stem from the background of the new generation of information technology revolution. But the most direct reason is the practice of Xi Jinping's "Digital Fujian" during his work in Fujian and his important speech about "Digital China" at the end of 2015. The development of "Digital China" has gone through three stages: germination, local exploration and national strategy. It has become the symbol of the construction of national information system.
