Abstract:
The blacklist of civil aviation passengers plays an indispensable role in the active construction of China's social credit system. However, the current blacklist system of civil aviation passengers has many problems in practice, which makes it difficult to give full play to its institutional advantages and unable to meet completely the dual needs of civil aviation with credit and aviation safety. Therefore, it is suggested that a dual system of the blacklist of civil aviation passengers should be established based on the Civil Aviation Law of the People's Republic of China. This means that the legal attributes and basis of this system should be clarified, and different procedural rules should be formulated in view of the great differences in dual needs, and remedy measures for passengers should be improved.
