Abstract: General aviation is an important part of the two-track development strategy of civil aviation. Its narrow market is the fundamental reason for the relatively backward development of general aviation industry. The integrated development of general aviation and tourism industry is a new industrial development model formed by the complementary integration of their industrial functions. With the advancement of the opening of low altitude airspace, integrating the short distance transportation function of general aviation into the development plan of tourism industry is the latest attempt to deepen the integrated development of general aviation and tourism industry. The innovative development of their integration can not only effectively cope with the restriction of traditional transportation mode on the cross-regional coordinated development of tourism industry, but also seek a new market breakthrough for general aviation. Therefore, it has great practical significance in promoting the transformation and upgrading of tourism industry and fostering the leapfrog development of general aviation industry and the coordinated development of regional economy.
