Abstract: In order to promote the development of low-altitude airspace management reform and explore the connotation behind the low-altitude airspace opening policy, based on Fairclough's discourse analysis framework, this paper analyzes the discourse competition and its evolution in the low-altitude airspace opening policy from the perspective of discourse analysis. This paper also discusses the differences in cognition, preferences and values behind the two different discourses on the low-altitude airspace opening policy in China, and sorts out three stages of the evolution of the relationship between these two policy discourses. The result shows that discourse competition is closely related to people's value orientation, cognition and economic and social development, and the state plays a leading role in the evolution of policy discourses. Therefore, the policy-making department should actively improve the low-altitude airspace opening policy by perfecting the policy consultation mechanism, establishing the policy consultation feedback mechanism and enhancing the policy sensitivity, so as to solve the contradictions in the low-altitude airspace opening and vigorously promote the development of low-altitude airspace opening.
