Abstract: Civil aviation is an industry with the characteristic of intensive supervision, and its further development relies on high-level supervision. At present, the supervision system of China’s civil aviation is experiencing intensive reforms. In order to meet the needs of the development of civil aviation in the new era, its supervision system must be innovated persistently even with limited institutions and staffing. The general principle of the supervision is to innovate the concepts, means, and modes of the traditional supervision of civil aviation on the basis of streamlining administration and delegating power continuously and the characteristics and practical needs of supervision, so as to improve the level of governance, and solve practical problems in civil aviation industry. Concerning the specific path of innovative supervision reform, it is necessary to promote the level of fine and intensive supervision of civil aviation to improve efficiency, strengthen ongoing and ex post supervision, and innovate the supervision means of civil aviation.
