Abstract: Regulation on the Management of Civil Airports has specified on the level of administrative regulations the concept definition, planning and construction, licensing and safety operation requirements of the general aviation airport. However, with the rapid development of general aviation, some clauses on general aviation airports in Regulation on the Management of Civil Airports cannot meet the needs in practice and need to be amended. Specifically, general aviation airports should be further classified, and should no longer apply relevant requirements of transport airports. Besides, these clauses should implement the Civil Aviation Law, the higher-level law, and guide the regulations on civil aviation, the lower-level law, so as to guarantee and promote the safe and rapid development of general aviation airports and general aviation.
