Abstract:
The Guidelines for the Long-term Sustainability of Outer Space Activities (hereinafter “the Guidelines”) was adopted at the 61st session of the Scientific and Technical Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space in 2019. This indicates that the implementation of the Guidelines will become a focus in the future. In this context, the UK proposed the “voluntary implementation and reporting approach for the Guidelines” in 2021, which would have a significant impact on the implementation of the Guidelines. However, there are inconsistencies between the UK practice and China’s position. Therefore, China needs to make a reasonable response to how to implement the Guidelines and how to deal with the UK practice. The common interest theory can provide references for China on these issues. Concerning the implementation of the Guidelines, China needs to adopt corresponding implementation methods and other strategies for different Guidelines based on the differences in common interests. In response to the UK practice, China should actively participate in the implementation and the reporting of the Guidelines. In the process of responding to the UK practice, China needs not only to determine what should be reported in accordance with the common interests, but also to use the report to keep the focus of the new LTS working group on the reviewing of the new Guidelines.
