Abstract:
Prudent and inclusive regulation is the key to ensuring the baseline of regulation while encouraging the development of emerging industries. Inclusive regulation of the long-term rental apartment market is of great significance for economic growth from post-COVID-19 pandemic, and for solving the housing difficulties of young people in metropolis, and improving the level and capacity of urban governance. This study takes the inclusive regulation of the long-lease apartment market in Nanjing as an example, focuses on the policy support for the development of DanKe apartment and other enterprises, the crisis broken and risk defuse, and reveals the process of the reconstruction of the whole supervision system and the transition of eco-system. This study found that the wild growth of the long rent apartment market has its specific social conditions, and the regulation of inclusive development has a good boost to its role, but in the face of COVID-19 pandemic and other major impact of external events, lagging regulation mode innovation and regulatory body coordination is insufficient, lead to inclusive regulation lack the support of systemic policies. Therefore, the basic way for the development of emerging industries is to reconstruct an inclusive regulatory ecosystem, enhance the overall vitality and synergy of regulation, and better combination the role of the government and the market.
