新文科视域下公共管理学科构建与人才培养——以北京航空航天大学为例

Construction of Public Administration Discipline and Talent Cultivation from the Perspective of the New Liberal Arts: A Case Study of Beihang University

  • 摘要: 新文科是中国开创新时代高等文科教育创新发展之路的必然选择。新文科建设视域下, 公共管理学科建设和高质量人才培养面临着诸多机遇、问题和挑战: 新科技革命与公共管理高度融合发展带来的新机遇、新历史节点与公共治理新使命高度契合带来的新问题、全球化格局与困境对公共管理提出的新挑战等。以北京航空航天大学为例, 对理工见长高校"交叉渗透、涵育创新"的公共管理学科建设理念和发展目标、新文科背景下公共管理大类人才培养的总体思路与路径举措进行探讨。提出, 面对新时代新文科建设的整体性创新趋向, 中国公共管理学科构建应以回应国家重大需求为导向, 坚持特殊性与普适性相结合、公共价值与公共实践相结合, 将多学科交叉和新科技方法融入学科建设与高质量人才培养之中, 从"外延式发展"调整转变为强调结构优化、质量提升、特色凸显、技术赋能、实力增强的"内涵式发展"。

     

    Abstract: The new liberal arts initiative is an inevitable choice for the innovation and development of higher education of liberal arts in the new era in China. From the perspective of the construction of new liberal arts, the construction of public administration discipline and the cultivation of high-quality talents are faced with many opportunities, problems, and challenges, including the opportunities brought by the highly integrated development of the new sci-tech revolution and public administration, the new problems caused by this great consistency of the new point in history with the new mission of public governance, and the new challenges to public administration posed by the situation and dilemma of globalization. Taking Beihang University as an example, this paper discusses the ideas and development goals of the construction of public administration discipline in universities of science and engineering, that is, "intersection between different disciplines and cultivating innovation", as well as the general idea, development path and measures for the cultivation of talents in public administration under the background of new liberal arts. It is proposed that faced with the trend of overall innovation in the construction of new liberal arts in the new era, the construction of public administration discipline in China should be oriented to meet the great needs of the country, adhere to the principles of combining particularity with universality, public value with public practice, and integrate multiple disciplines and new sci-tech methods into discipline construction and the cultivation of high-quality talents. In addition, it is necessary to change from the mode of "extensive development" to the mode of "intensive development" which emphasizes structural optimization, quality improvement, distinctive features, technology empowerment, and strength enhancement.
