志愿服务参与应急管理的联动机制探析

  • 摘要: 当前,复杂多变的新冠病毒感染疫情防控形势对应急志愿服务提出了新的要求。志愿服务作为社会治理的重要力量,在参与应急管理中应增强预防能力、救助能力、资源整合能力和快速行动力等。然而,当前志愿服务参与应急管理过程中存在着制度保障不足、组织化能力弱、技术联动性弱和人才专业化程度低等问题,从而导致联动效能不足,影响了志愿队伍的参与积极性、志愿者的权益保障以及志愿服务的参与效率。基于公共危机协同治理理论,构建“制度−组织−技术−人才”四个层面志愿服务参与应急管理的联动模型,厘清当前志愿服务参与应急管理所面临的困难和存在的不足,形成制度赋能、组织赋能、技术赋能和人才赋能的优化策略,从而促进志愿服务参与应急管理的有效联动,优化应对突发公共卫生危机事件的有效路径。

     

    Abstract: The complex and changeable situation of epidemic prevention and control has put forward new requirements for emergency volunteer service. As an important force of social governance, volunteer service should strengthen its capacity of prevention, rescue, resource integration and rapid action in emergency management. However, in the current process of volunteer service participation in emergency management, there are still some challenges, such as insufficient institutional guarantee, inadequate organizational skills, weak technical linkage and low degree of talent specialization, which lead to insufficient linkage efficiency and affect the enthusiasm of volunteer teams, the protection of volunteers’ rights and interests and the efficiency of volunteer service participation. Based on the theory of collaborative governance of public crisis, this paper constructs a four-level linkage model of “system-organization-technology-talent” for volunteer service participation in emergency management, to clarify the current challenges and difficulties of volunteer service participation in emergency management. In addition, it explores the optimization strategies of system empowerment, organization empowerment, technology empowerment and talent empowerment, to promote the effective linkage of volunteer service participation in emergency management, and optimize the effective path to respond to public health emergencies.
