Abstract: Governance democracy is the institutional reconciliation of the attributes of democracy and authority from two different sources, and the process of maximizing public interests through public power. In order to improve the effectiveness of urban community governance and maximize public interests, Heping District of Tianjin has taken governance democracy as its goal and "five levels and four networks" as its organizational framework and created a new model of community governance of Party building leadership plus cultural efforts. Through the "organization network" and "service network" in the "five levels and four networks" of the community, the model gives full play to the role of responsible organizations in grid governance, and strives to enhance the responsibility of the government and public officials and their responses to the needs of citizens, thus breaking the division of blocks and avoiding bureaucratic risks. Through the "co-construction network" and "co-governance network" in the "five levels and four networks" of the community, the model gives full play to the role of social organizations in community governance, and makes great efforts to improve citizens' participation in governance and the constraints on public power, thus enhancing their devotion to the family and country, and strengthening social forces. Taking the four dimensions of responsibility, responsiveness, participation and constraint contained in governance democracy as the analytical framework, this paper comprehensively analyzes the corresponding connotation and operational efficiency of the community governance model of Heping District of Tianjin to provide reference for the system design, practice and innovation of community governance in other areas.
