Abstract:
As preventive public security governance has become the new paradigm of China’s public safety work, the government’s participation in the risk management of enterprises’ production and operation is taken as a new idea for safety supervision innovation. Previous studies suggest that the government should be entrusted with the responsibilities to participate in enterprises’ safety and risk management by reconstructing multiple responsibility system, re-engineering the safety management mode and strengthening accident accountability mechanism. However, these initiatives are incongruous with the idea that enterprises should assume main responsibility of safety production and the government can make a difference. Based on this, this paper proposes that, with the traction of information and communication technology, the government should continuously optimize public policy supply and mechanism design, and guide insurance companies and third-party professional organizations to participate in the investigation of enterprises’ potential risks. This can help to improve the professional level of risk discovery, expand the scope of information sharing of enterprises’ potential risks, promote the reengineering of enterprises’ risk management process, thus realizing the pre-positioning of the responsibilities of government safety supervision.
