Abstract:
Over the past 60 years, China’s nature reserve system has gone through the phases of categorized development and systematic development, forming the types of nature reserves, scenic spots and forest parks with Chinese innovation, and wetland parks, geo-parks and natural heritage sites that follow international conventions and conservation plans. Each category of nature reserves has its own independent legal system which plays an effective role in the rule of law. However, there are still some deficiencies in the management system, system construction and legal system of the categorized nature reserve system. To this end, China has conducted two attempts of comprehensive national legislation. In the new era that attaches great importance to the construction of ecological civilization, the systematic development of nature reserves has become the core of Chinese modernization. Therefore, it is necessary to choose the comprehensive national legislation style of nature reserves in a rational way and seize the opportunity to enact the National Park System Law to realize the transformation of nature reserve governance to systematic development and promote the legalization of the construction of nature reserve system.
